The yearly column is the median hour times 1,820 hours, the standard 35-hour week over 52 weeks. It is not a salary anyone is offered. It is what that hourly rate adds up to over a complete year.
Job Bank, Government of Canada reports what is paid, not what is offered. The figures come from the wage data behind the occupation, gathered across employers in each region. A single job posting can sit anywhere in the range, or outside it.
Low, median and high are the bottom, the middle and the top of that range. They are not a career ladder. Someone hired at the low does not reach the high by staying three years. The median is the number to plan with.

Look at the low column. The same figure repeats across twelve of the seventeen regions, so the floor for this job is the same in most of the province. Five regions report a slightly higher low. The median and the high are what really shift.
The two highest highs are the Côte-Nord and Nord-du-Québec, both at $36.20. Both are vast, thinly populated regions. Resource industries pull wages up there, and there are few employers to average across. Read those two rows as an order of magnitude, not as a local going rate.
The wage is the smallest part of what a receptionist costs an employer. None of the following is in the table.

A week has 168 hours. Québec's standard week is 35. A full-time receptionist covers about a fifth of the week, one call at a time.

A second person doubles the wage and still leaves the nights open. Covering the whole week with people is a payroll decision, not a phone decision. Few small service businesses ever get there.
